Policy Advice
Lasting climate impact grows beyond the individual project. It requires governance structures that consistently prioritise nature across all aspects of urban development.
Felixx works directly within the frameworks that shape cities. We develop policies, design guidelines and development instruments that translate ecological ambition into practical rules and decision-making tools.
We also take active roles as city architects, supervisors and members of quality teams. By operating from within governance structures, we help ensure that climate, water and biodiversity become structural drivers of urban development.
The goal is to change the systems that determine how cities evolve.
Sectoral climate instruments
We develop sectoral instruments such as green and water plans, translating ambitions and targets into tangible spatial building blocks and development strategies. We take green standards or targets for square metres of green per resident and turn them into a set of interventions at street, park, and square level, and a framework for defining and underpinning robust green structures across the city.
We apply the same logic to water: informed by challenges surrounding retention and infiltration, we create coherent water structures, landscapes, and applicable building blocks for public space, courtyards, and rooftops. Sectoral ambitions become real, executable, and scalable.
Integrated urban development instruments
We also develop instruments that connect sectoral challenges to other policy domains: housing, mobility, employment, and social and cultural provision. This happens across scales, from urban development visions such as the Dutch National Spatial Planning Policy, to concrete design guidelines for public space, such as in Groningen.
Connecting agendas, holding position
Across all of this, Felixx actively explores how different agendas can be linked and what trade-offs are required. In that process of negotiation, we take a clear position as the voice of nature: ensuring that natural systems take a full and directing role in the development of the city.
We hold that position from within, Michiel Van Driessche as city architect in Groningen, as supervisor, or member of quality teams. We shape decisions where they are made.
